Replacing the gas cap is the only other thing I could think of if there are no leaks on the line and you replaced all the evap/purge components.
Perhaps an issue with the pigtail on the solenoid/sensor or a problem on the wires between the sensor and the computer. See what the readings are with a OBD2 scanner that does more than just pull codes. That might narrow it down.
