I have the same problem. I talked to someone who said that the "resistor" may be the problem. He says it is down by the blower motor but I do not know what it looks like

I replaced the heater resistor block on my wife's 2002 Voyger and now all the fan speeds work. My wife, however, says there's an odor she smells when she runs the heater. Any thoughts anyone?

Replace the heater resistor block. On my 2002 Voyger it was easy and part was apx. 17.00. drop the door of the glove box. Let hang and behind the box is the unit. Remove 2 ea, 8mm screws and unplug a 6 pin plug and a 2 pin plug. Replace unit install two screws and replug in connectors. Will take apx. 15 min. and will save you money and a trip to the shop. Good Luck, Bigfox

From under vehicle, follow exhaust down from engine, eventually you'll see a piece about 3-4" long sticking out side of the exhaust with wire(s) going to it.

Your problem is probably a part called the heater resistor block or board. When this part burns out you will only have high speed on the fan. On my 1999 voyager it is located on the firewall and it snaps in a hole in the firewall. This is under the hood behind the alternator.
Mine had a multi pin black plug plugged into it. Unplug the plug and
you should be able to pull the block out insert new block and plug plug back in and it should come to life.
