Have taken the car to a supposed reputable auto shop and they told me it was a problem with circuit 15 and the could not fix
I suspect you and the shop have checked the fuse panel and replaced any bad fuses. If you can get access to a VAG COM it may tell you which item in the group is failing and you'll know what to start replacing first.
You can use: http://vagtoolfinder.com/ to find someone nearby you with a VAG tool you can borrow, or consider purchasing one, they're really handy for these cars
