It could be something stuck in the tire tread but that whoop sound is usually caused by a bad wheel bearing.

I just changed the wheel bearings, and my tires are new and nothing seems to be stuck in their. Could it be my roader

I jacked it up and spend the tire and its easy but as the tire goes around i feel resistance then it goes easy again with each spin.

That sounds like you have a warped rotor. When you apply the brakes do you feel a bit of a shake or uneven feel to braking- especially when you're close to stopping? If so, it is likely that you have a warped rotor (although that doesn't alays cause a woop noise unless it's really bad)

Wooping noise coming from the front tire of a 97 nissan maxima

Sounds like a balance problem or there is a flat spot in the tire. I'd have a tire shop take a look at it, but you can also try and rotate the tire to the rear and see if the noise follows the tire.

04 Santa Fe burning smell running ac....

Sounds like the A/C compressor clutch has overheated and become inoperable. Open the hood, start engine, observe the compressor face. It should be turning and also see if that's where the noise and burning smell is coming from.
Good luck!!!

Oil leaking into water causing car to run hot, do i need a new engine? someone said the engine block is woop.

take the cylinder heads off and on the gaskets where the oil goes through to feed the cams their is a rubber O ring around the hole this has failed and it forcing oil out under pressure into the cooling system ,happens a lot on peugeots but here it leaks down the side of the block and drips on the floor .Word of advice do not listen to bar room lawyers or bar room mechanics who all reckon they know it all and the more beer consumed the more they know.

2000 monte carlo / noise from rear wheels

That's what it sounds like to me also. I would put the rear up on jack stands and spin the wheels to male shure wich side it is. Don't forget to block the front wheels for safety as you will not be able to set your e- brake for this test.

i had this same problem after my son started messing with the locks and the wipers at the same time. it does something to the computer and you have to reset it.

    No fire no fuel

You mentioned the harness, which is a good place to look. First, I would check the grounds from the control modules. If you're showing outrageously hi or low values, then I would still suspect the module, even though it worked in the other car. Try checking the battery. Maybe there's a short within the battery plates. It's a long-shot, but an easy problem to rule out.

When I would get my *** whooped by a problem, I would step back and start from the beginning. Take a deep breath. Good luck and I hope you solve the problem. I'm sorry I don't have the magic answer for ya.
