I have the same problem in my 93 buick century you have to take the plastic covers off the steering colum and there is a bar that runs from the handle down to a little box that controls high and low beam and all you have to do is loosen that box and take up the slack or that bar could be bent a little.

Take high beam fuse off, if it has not one un plug beam wire.
