The Merc Cougar surely has long since ceased to be supported by the factory, which could mean the key codes are purged and sold. A lock smith ought to be able easily obtain a code; or reverse engineer by tumbler matching a new key. Probably cheaper than time and expense lost for a dubious scavenger hunt for key or code.

How do I reset or change the key pad code of the door lock on an 1995 Mercury Cougar XR7??

Check your owners manual, but I'm sure that you need the original code that came with the car. If you don't have that you are out of luck. I have the same issue with my '96 Lincoln. You can try your local Ford dealer. You would need to bring the ownership.

2000 mercury couger key not picking up modual

The ignition module won't read the key or the module
by the instrument panel may not be working, if
that applies.

Your going to need a dealer or repair shop to scan
the system

A code reader won't do that.

Is it behind the fender liner? You have to take that off, they often put things there.

1987 Mercury Cougar won't start

put the test light on the positive of the battery and probe the neg side of the coil while cranking and see if you get a flashing lamp if not either the ignition module is bad or the pick up inside the distributor if the car has a tach if the tach moves while cranking it is most likely the module
