The question is clear, no tailights , fuses and bulbs good.

That means that there is a wiring problem.

If the tailights are activated by a control located on a stick, the wirings inside the stick are often the problem.

All wiring must be tested, you start checking that there is power getting to fuse, then test continuity on wirings between fuse box and tail light.

Sometimes it is difficult to find the broken contact, and you need to rebuilt wiring to tail lights.

To start you need a tester like this:

Ckt board in the tail light assembly is probably shot. Very Common with newer Grand Cherokees

Brake light not working in a 2001 jeep grand cherokee

first check fuse, then check bulbs if not either of those then bad brake switch, which is located at the top of the brake pedal. I'm sure you're reading this thinking ok **** I know it's not the bulbs......I have a 99 that had no brake lights at all. Like a **** I didn't check the bulbs til last thing what's the odds of all 3 bulbs blowing at the same time. They were though, all 3 blown.

If the bulb is still good but doesn't work then check for a blown fuse for that item.
Don't know exactly where the fuse box is on that model.
