The speedo reads high whiles driving, when driving at an indicated 50 mph i'm actually doing 58, this has been gps and followed by another car verified.

Find one of those radar displays that sit on the roadside and tell you how fast you're going. Most likely your GPS is the one that's off, because it has to average and estimate your speed, wheras the vehicle's speedometer should be good from the factory.
I would suspect you have a faulty electronic speedo head, have the cluster removed and have it sent out for repair of the problem. There is no at home repair procedure for this problem, it takes special equip to repair the speedo.
Turn the key on, do not start the vehicle. Absence the needle on the speedo. It should move down and then back up. Before it moves back up turn off the key. Repeat this until the needle is at zero.
Then start the vehicle. If the needle goes back to a spot other than zero, you may have to take it for a quick drive, than the speedo head is likely bad.
This is a pretty common an known issue for gm's.

THE SERVO IN THE HEAD MAY BE BAD..THIS IS KINDA A HARD FIX SO WHAT I WOULD TRY IS A NEW USED HEAD(PULL SPEEDO CLUSTER REMOVE SPEEDO)...OR TRY EBAY ,LKQ OR YOU LOCAL SALVAGE YARD ,FIND A WHATS CALLED A SPEEDOMETER CLUSTER (HEAD) THAT HAS ABOUT THE RIGHT MILES ON IT SHOULD BE AROUND 50$GOOD LUCK REMEMBER TO VOTE FOR YER FAV FIX ! Many cars have an error on the speed indicated. 10% sounds quite high, next time you buy tyres go for one size bigger or the next profile up, eg, if you are using 70 series go to 75 or 80. That will sort your problem out and you will get better fuel consumption. You can have the speedo calibrated but I would thing that the cost or effort wonuldn't justify the result.
