How many miles are on the motor? Does it only smoke when it is first started or when its driving down the road? Does it burn oil?

On the intake there is a pan the gasket usually hardens and pieces break off allowing oil from block to be sucked into intake (I am assuming you have performed compression check on all cylinders and thier OK) You have to pull the intake to get to this pan.

What engine? Has thermostat been changed? You say it has not overheated since, but water not circulating. If water/coolant wasn't circulating, it would be overheating. Please explain a little more or confirm why you think that.

I have a 1992 dodge ram van 250 and its smoking really bad,

Black smoke is too much fuel, a rich mixture.
Blue smoke is oil burning, rings worn or valve seals.
White smoke is water, a leaking head gasket.

My 2003 dodge ram blows blue smoke out the pipes...I have removed the converter and it is still smoking.

BLUE SMOKE MEANS YOUR ENGINE BURNING OIL, BECAUSE OF WORN PISTON RINGS OR WORN VALVE GUIDES.

My 1999 dodge ram begin to smoke really bad

If your talking about white smoke out the tail pipe, U have a blown head gasket. That's where antifreeze is getting into the oil. U need to get it to shop if this is the case.

Hope this helps

1998 dodge ram 1500, large amount of oil consumption

You could try changing to a synthetic oil, it has less burn off than conventional oil. You may have dried out valve stem seals...you can use a lot of oil without noticing constant smoking as it happens usually only on start up and deceleration. If you have someone drive behind you they can see smoke from your tailpipe especially if you take your foot off the gas going downhill.
