If the wipers were buried under snow/ice or frozen to the windshield, you may have blown the red 10 amp fuse located in cavity 9 in the fuse block located on the bottom left side of the instrument panel near the parking brake pedal.
In order of easiest to check:
1) ensure wipers not frozen to windshield.
2) ensure wiper arms are not loose on the pivot stud,
3) check the red 10 amp fuse.
You stated that "you can hear the motor". Which motor do you hear? The engine or the wiper motor?
If you hear the wiper motor, then the fuse is alright. Try 1) and 2) above.

I referred you to the front wiper de-icer 10 amp fuse in error.

The wiper fuse (green 30 amp) is located in the middle long row of the plastic box labeled Fuse & Relay Center which is under the hood near the battery on the driver's side. To open, push the tab at the end nearest the firewall inward and open like a hinge to remove cover. There are also a Front Wiper Relay and Front Hi/Lo Wiper Relay in the box.

The horn fuse (yellow 20 amp) is in the long row closet to the battery.

I need to replace the windshield wiper blade

The 1998 Dodge Grand Caravan takes 28" wiper blades on both sides front and a 18" rear wiper. See related links below for more information. Since there are over 22 different wiper arm attachments, do not buy wipers just by length only - be sure to lookup exact wiper blade part numbers by vehicle make, model and year for the brand wiper you decide to purchase. This ensures correct length AND correct attachment.

How do i replace the window shield wiper blade

The 1998 Dodge Grand Caravan has the most common hook-end wiper arms. See related links below for installation videos. Also, purchase the replacement blades first and there will be additional instructions/illustrations on the replacement packages. Locate and press the tab or button where the wiper blade is inserted into the hook of the wiper arm and pull wiper blade out of hook. You may have to rotate and flex the blade to make enough clearance for the hook to pass through.

1998 dodge caravan front wipers not coming on

Visually inspect all your fuses. This time of year with snow, puts strain on wiper motors and blown wiper fuse is common. If fuse is good, then you're going to need to have wiper switch and motor tested.

Replace the front wiper motor 2000 Grand Caravan Dodge

It is on the firewall under the hood. It has 3 to 4 bolts holding on. Be careful when taking it out to see how the new one lines back up. Hope it helps.
