Have you checked the EGR valve, and or the air flow sensor? both could cause it not to start!
Also ensure the earth battery lead has a good connection to the car body from the battery.

Check out your Inertia switch first. It is located in an access panel on the rear passenger side of your vehicle. There is a button to press to reset this and its function is to cut off power to the fuelpump in a wreck.
The fuelpump relay on your Year Windstar is suppose to be taped within the wiring harness going to the Starter. The Ignition control module and the PCM would affect the spark and since you have spark they have nothing to do with the fuekpump not working.
You can look in your Haynes book for the Inertia switch. The Starter Relay is Year model specific, for unknown reasons the Relay did not end up in a permanent position until later models. Would appreciate knowing if Inertia switch was at fault.
