The actual reason is maximize your fuel mileage.
The engineering is as follows:
There are times when the fuel injectors shut off when you are driving, like going down a long hill. There is no need for the injectors to "work", as you are coasting without giving it any gas. But, the engine will stall out with no injector action. So, how does Toyota keep the engine running? From the gasoline FUMES in the fuel tank. There is a tube on top of the fuel tank whch siphons the fuel vapours...The vapours then are stored in something called a charcaol canister, in which the "charcoal" absorbs the fumes from the tank, and, when coasting, the injectors stop injecting, and the stored fumes are admitted into the intake manifold thru a valve controlled by the Electronic Control Unit, or ECU. The fumes are used by the engine, thusly maximizing your mileage, other than losing them by letting them escape out from under the fuel cap. Now, to answer your question: If the vehicle is "overfilled", there is no place for the fumes, other than in the top of the filler neck. And the siphon tube is on top of the tank. The ECU sees the overfill condition as a "blockage" in the fuel fume vent line (only fumes should be in this tube), and said "blockage" will transmit this to the ECU, thru a sensor, & turn on your check engine light. The overfill actually "lies" to the ECU, even though there is nothing wrong. Best thing to do: When filling the tank, stop after the handle clicks off.

check air filter for dirty , how many miles or kms have your car? , maybe need to replace spark plugs, try to reset the ecu for a momentany malfunction, remove the negative battery terminal few minutes and reconnect,start engine and drive, check if lights goes off , please write me

The Fuel hose can be worn out that's why the fuel leaks. As a first course of action, Have it replaced to resolve the problem plus it's safer for fuel is highly flammable.
