replace the relay , when a relay sticks like that , a good test is to slap it with something like the handle of a screw driver , see if it un-sticks , its not a fix , just a test . cheers'

it's located within the a/c PROGAMMER ( part of the circuit board ) . The programmer is located behind glove box. Glove box must be removed,

If there is only high speed fan, then replace the resistor assembly in the heater plenum. If there is no fan at all, then check the ground to the blower- the wire fails down in the fender well. Just run a new ground from a convenient spot to the motor's plug harness. Or it could just be a bad blower motor.
