Question about 1998 Mercury Sable
It does not happen all the time...but occasionally while at a stop my car will drop rpms and almost stall, then jump back up to a normal rpm. When this happens, it will happen multiple times until I start accelerating. I recently changed my fuel filter who the mechanic says was filthy. He wanted to change it to prevent a fuel pump problem in the future. Also, if it is a fuel pump how much will it cost to fix? The mechanic I go to says it will cost about $2,000.00....

I i were you i would check the ignition. it sounds like you are only connecting some of the time. And yes it is very normal to hear the fuel pump kick on when you turn the key to the on position.

Mercury had a recall on 3.0 duratech motors in 2000 and 2001. If you get a fuel smell at startup then you might have a bad lower intake gasket, it could cause a miss if seal is cracked. Article No. 01-4-3 you can get it on AllData.
Also, check the PC rubber L piece that runs from the PVC valve to under the throttle control - it could be busted.
Make sure ignition wires are not cracked. If you haven't tuned it up in over 30-40K consider doing that.

I have a 96 Grand Marquis with a similar problem. Also on the highway it would just conk out on me suddenly, almost felt like I was hitting the brakes, then it would pick up again. Eventually got to the point where it was stalling out on the highway and at red lights. One day it wouldn't start. Mechanic said the fuel filter was clogged solid. It has run well but every once in awhile still stalls out on me. From talking with other Grand Marquis owners and the mechanic the Mass Air Flow sensor may be to blame. He wanted to charge me $400 but I found the part online for about $85.
