Most common problem is the vacuum diaphragm that is so inconviently mounted UNDER the battery tray. The cable that locks in the front diff is attached to it and vacuum pulls it in/out.

Before changing the actuator check the vacuum lines at the vacuum switch on the left side of the transer case if they are wet with transmission fluid the the switch is bad and that will prevent 4wd from engaging.

SOURCE: selector switch stuck in 4lo
pull 4wd fuse inside fuse panel and atc fuse from underhood fuse center, truck wil go back to 2wd,check control box behind pass.side kick panel ,elect. connector at box, full of corrosion will cause weird 4x4 problems!

Make sure that all 4 tires have the same tread on them, if one or more of them are different, then the 4wd may not engage. I had the same problem with my blazer, I changed only 2 tires at a time. The front tires would rotate faster than the rear ones, the gears in the transfer case won't line up right.
