Yep, u got 2 different pumps and a pump assist, u can test each pump but not the assist, after testing both tank pumps good assume bas assist, also a pinhole in the line can cause u to loose pressure and sometimes even your prime.

NO dont drop tank, you will be sorry, take bed off, only like 6 or 8 bolts, and you will have more room to work, and its a pain in the *** to undo the lines and drop the tank, you cant get in there to do it, but just basic tools nothing special, be sure and try not to make any sparks while takein off that ring to get the pump out, and put an ac delco pump on there

Behind the air cleaner box, there are two relays. Over time they corrode and get stuck...change them out and see if that improves the situation.

You are right. There are three pumps. It sounds like the transfer pump in the front tank is bad. The in tank pumps just supply the high pressure pump to keep it primed. You need the front pump.
