This is a partial strip down of your engine and there are too many parts to the instructions to write on here. If you have no experience i would not recommend you learn on such a major task. if you are comfortable having a go invest in a good workshop manual

Have 1996 C1500 vortex 4.3 blowed head gaskets ,replaced head gasket but #4 cylinder is misfiring & only has 30psi & 60psi #3 possible burt valve, burnt piston, compression ring damaged or?

the first thing is --did you do anything with the head ( machined flat-checked for cracks)
did you run a thread tap down the stud holes and blow out any oil, water in the holes
did you inspect the valve heads to see for burnt heads
Why did you replace the head gasket to start with
Low pressure between adjacent pistons indicates blown gasket between those cylinders
to do a head job properly, remove the head and check for warps and cracks ( head machined flat) clean out the threads of the studs and blow any thing out of the holes
next check that all the head studs are the same length and insert each stud in the head so that all the studs sit the same distance above the head before tightening down
next tighten down using the correct tightening sequence so that the gasket is evenly compressed
tighten down to the correct tension or degrees of turn as is stated in the specifications
any piston or valve or ring damage would be restricted to the one piston and would not show up in adjacent cylinder

Water in oil

Water in the engine oil can be a sign of a leaky head gasket, between oil and water passages. There was a run of Subaru models which did have trouble with head gasket leaks, due to bad parts supply. It can also be the eventual outcome of the coolant not being changed.
It might also be associated with overheating, a sign of more extensive head gasket troubles.

There is a test, a radiator leak-down test, which can show if the water jacket is not holding pressure, due to a leak somewhere. A compression test will show if the actual cylinder pressure is leaking too.
Bear in mind the Subies have 2 head gaskets, 1 each side. Unfortunately many mechanics will want to pull the engine out for this job. It is not absolutely necessary, but easier that way.
If you have resources to try the job yourself, here is a link
http://www.subaruforester.org/vbulletin/f66/how-replace-ej25-head-gaskets-without-removing-engine-57335/

As it says there, insist that cheap aftermarket gaskets not be used.

1987 toyota pickup with 22r keeps blowing head gasket

Your head bolts are stretched, when it got hot it weakened the metal in the bolts which means that the bolts cannot hold the needed tension on the head. Replace the bolts and you will stop blowing head gaskets. Also use Genuine Toyota head gasket, It will be a bit dearer but they are much better than aftermarket options.

Cracked Head???

not necessarily be a cracked head but this is an indication that the head gasket is blown out
the only way to tell if its a cracked is by a machine shop milling the top layer off the head this will show in a milling that you do or you dont have a cracked head

if its cracked head you have several options dealer head brand new
remanufactured head from any auto parts store
junk yard head 50/50 chance that these heads are cracked too

mostly i think right now its just a bad head gasket have them replace both head gaskets when they do the heads better for vehicle so you dont have to run into problem again with head gaskets
