The armonic balancer its a flywheel pulley in the front of the crankshaft, nothing to do with the start; someone made a joke.

not too familiar with the hyundai brand vehicle but i can tell you what a harmonic balancer is and where it should be located. it is the large pulley located on the bottom of the engine it should have marks on it to indicate top dead center. it will have a rubber piece around the middle this is usually what goes with a balancer check this pulley for the rubber pushing out or missing check for metal filings on it.
also check to see if you have any idler pulleys these ar pulleys that bolt to the block the spin on a bearing that can go bad and will cause the problem that you are describing.
your alternator water pump and power steering pump can cause screeching sounds as well.
there is a mechanics tool that is a stethoscope it has a long rod that can be placed on the shafts of pulleys to hear where the noise is coming from. a good substitute for this is a long screwdrive (make sure it's long enough to be safe while the engine is running.) you can listen on the handle while the end is against the block or component that each pulley is on you will be able to hear the difference.

The harmonic balancer controls the triggering of the combined crankshaft/camshaft sensor. This controls ignition plus fuel injection. Replace the balancer and adjust the sensor or replace it if damaged.
