Does that have a silonoid on the starter or seperate from the starter? either way i would test the silonoid. i usually take a screw driver an touch it post to post on the. make sure to keep your hand on the handle an not on the metal because you might get shocked. usually when a vehicle wont turn over but clicks its the starter but if it doesnt click then its the silonoid. hope this helps.

95 Buick LeSabre 3.8 L which is the fuel pump relay?

You can usually go by the wire colors. The fuel pump relay wires are pink, gray, black, and green with a white stripe. When troubleshooting a fuel pump that is not coming on, the relay is the best place to figure out why. You can pull the relay out and put a jumper wire from the battery to the terminal with the gray wire. If the pump runs, you know that isn't the problem. Then turn the key on and use a jumper between the terminals with the pink and gray wires. If this turns the pump on, you know the ignition switch is sending power to the relay, and the fuse is good. Pull that jumper out, but leave the key on. Push the relay back into the socket, but put a jumper from a ground point to the terminal with the black wire. If that turns the pump on, the ground wire is bad. If not, the PCM is not turning the relay on. Reasons for that may be a bad wire from the PCM, a passlock issue, or the PCM fuse/power wire.

Wont start in the cold , it will turn over but wont catch

If possible have someone give you a jump next time that happens. If it starts with the jumper cable hooked up then you have a weak battery which isn't supplying enough voltage to the fuel pump and injectors.

My 1998 buick lesabre wont crank and it makes a clicking noise when I try to start it

if it clicks more than likely a jump start will get it going and unless the headlights or other power is left on you might need a battery or alternator also the car is new enogh it will need a direct 12 volt power source for the pcm so if you un-hook the jumper cables and it dies it definetly needs a battery hope this helps

93 buick lesabre 3.8 liter starter replaced, new one just clicks

Given the steps you have taken, only one of two things this can be is a resistive connection between the battery and the starter solenoid terminal. Or the battery itself has a bad internal connection. Bear in mind: you cannot crank the engine through the average set of jumper cables unless the battery in the dead vehicle will hold and deliver a good charge. Jumper cables are not really intended to start the car, they are for boosting the good, but low battery in the car being jumped.
