Hello and Welcome to Fixya
The fuse is in the engine compartment fuse box. See diagram in the owners manual section 6-11..to find out which one it is, or read the list (provided with amp labeling) on the inside cover to review the fuses there.
Locate the windshield washer fuse accordingly and replace it with the same labeled new fuse.

windshield washer hose could have a hole somewhere have some one run washer pump while you check under hood for leaks if you cant find any then its safe to assume that pump is worn out still turns but the pump suction is worn out, must be replaced.

You know i have a Hyundai and they are made by the same company as KIA. I also have a Subaru, and have had many many different cars over the years. I can not say for sure on a KIA but the washer pump is always in the bottom of the reservoir where you add the fluid. So find the bottom of the reservoir, where you see the hose and wires coming out of a black disc inserted into the side of the reservoir, that is the end of the pump.

there should be a diagram inside the lid of fuse boxes there should be 2 boxes one by the drivers left foot up about 10 inches from the floor and the other is under the hood fuses and relays in that one .also your owners manuel has a diagram of each box
