Is the light just not working? Are you sure that the 4 wheel drive at the wheels is not working? ie does only your right rear wheel spin on ice and snow? If you are sure of all the previous things then you need to make sure there is power going to the transfer case motor when you activate the switch. If no power it could be a fuse or relay causing the problem.
First thing to check is for a blown fuse or circut breaker. Consult the owners manual fuse panel section. There are usually 2 panels on the Fords, one is under dash the other power distributuin center is under hood.
This may be a simple fix, where the wheel jack or washer bottle is located in the back behind the panel, there should be connectors for the rear lights, it is possible that the plug has been dislodged, remove the panels and check the plug connections. Good luck.
