  1. Check the EGR control system and EGR valve with the engine fully warmed up and running [engine coolant temperature over 76 °C (170 °F) ]
  2. With the transaxle in neutral and the throttle closed, allow the engine to idle for 70 seconds .
  3. Abruptly accelerate the engine to approximately 2000 r/min , but not over 3000 r/min .
  4. The EGR valve stem should move when accelerating the engine. Repeat the test several times to confirm movement.
  5. If the EGR valve stem moves, the control system is operating normally.
  6. Remove the vacuum hose from the EGR valve and plug the hose end.
  7. Connect a hand vacuum pump directly to the EGR valve
  8. Check whether the engine stalls or if the idle is unstable when a vacuum of 20 kPa (6 in.Hg) or higher is applied while idling.
this is the test procedure but I would suspect the EGR TRANSDUCER SOLENOID

If the coolant level is low in the engine it can cause heat fluctuations from the heater, as well as an incorrect reading on the gauge. Make sure the coolant level is correct in the engine.

My 95 crown vic temperature gauge wont move,i replaced thermostat,fan works,car runs good and idles good ,temp gauge -no change.mechanic put it on computer,told me it was egr valve.i thought if egr...

your coolant temp sender could be bad. locate the temp sender. this is a 1 wire sensor. the other sensor in the block has 2 wires and starts the cooling fan.

Heat/Cool gauge fluctuates inconsistently

You might check the coolant level after the engine cools,if it's low add 50/50 mixture of coolant and water. Keep an eye on the level to see if it happens again. You might have a small leak in the system. Good luck

Temperature gauge fluctuates and the heater blows cold air

Definitely check your fluid level in your radiator. Top it off all the way. I've seen that happen multiple times on cars that were low on anti-freeze. If that doesn't work try replacing your thermostat. It's cheap and the easiest place to start if topping off the fluid doesn't get you fixed up.

Heater gauge goes past the middle part and many times fluctuates...

Check for low coolant, with an intake gasket leaking. Most of these I see have an intake gasket leaking coolant which when the coolant gets low, will run hotter and fluctuate the temp gauge.

My car heater is blowing cold air

The shut off valve on the heater core was left shut during the repair on your coolant system. the repairman forgot to re open the shut off valve . this is the problem. open the shut off valve and, the air will become hot again. as for the gauge fluctuations, the actual gauge may be malfunctioning.
