When the brakes are applied, the left side brake light does not work, the left rear turn signal does not work either. But the front left turn signal does work at almost 3 times the speed of normal
The fast blinking is usually a bulb burned out. Replace the rear bulbs. If this is not the problem , it may be a ground issue, but it really does sound like a bulb issue. Also inspect the light socket while you are there. Look for any bad corrosion Good luck

I have a 2002 Chev Cavalier that had the same exact problem. I replaced the bulb harness (purchased from a chevy dealership for around $5) which was fairly easy to do. I have had zero problems with it since.

You have a broken wire to the turn/brake light portion of the light as they use the same wire. Or where the plug goes into the light assy could be bad. Torsion mount lights are horrible and you should think about replacing with a universal light that you can wire direct.
