SOURCE: Hood Release broken or dislodged
1. After loosening the hood hinge (A) mounting bolt, adjust the hood (B) by moving it up or down, or right or left. 2. Adjust the hood height by turning the hood overslam bumpers (C). 3. After loosening the hood latch (D) mounting bolts, adjust the hood latch by moving it up or down, or right or left.

I'm taking a guess that the cable your referring to is the cable inside the car, if so inspect the cable,
can you see the metal cable inside the black housing, if you do, take a
vice grips and grab onto tightly and pull, this should release the mechanism
same as if you pulled the latch, otherwise if you can't see the cable
within, crawl under the front of the car, between the radiator and
grill, reach up to the latch and disconnect the cable that
comes from the inside of the car, it will be the only cable coming to
the latch assembly, as you remove it, it kind of just clips in place,
you will see what it pulls to release the latch, grab a screw driver and
lightly force the piece over to pop the hood, i know it can be
frustrating from experience, took me a while the first time, and they sure don't give you much room to work with, but a little patience will pay off with this , wish you the best of luck!
Thanks for using FixYa!

SOURCE: my hood release is missing!!!
the only way to open the hood is try to take off the panel where the hood release was and try and find the cable so you can open it then get a new cable and replace it
