This is a transmission pressure adjustment to have it shift at adifferent speed.

How would I adjust the pressure ? Should I just replace the force motor? My understanding is that the force motor controls the pressure? Is that accurate?
You will need to ask a transmission specialist. There are a few different bolts on the outside of the transmission housing that adjust the pressure through the veins in the tranny for shift points. If you find them you may have to play a guessing game as to which ones will affect which gear.

It sounds like a weak tranny, when you take the load off, and it shifts.

I would begin by replacing the filter if its not new, 2 possibility of issue, faulty shifting module or defective transmission rebuilt. just because it has been rebuilt does not mean the individual work on it did a good job. the less cost effective way is to locate used modulator from ebay or junk yard, if that does not rectified the issue than more likely it will be the tranny. the bad part is that I dont know of a company offer a bench test for the tranny modulator.

check color and smell of trans fluid, if not bright red and had a pugnant odor then the trans needs to come out and torn down, You can try a fuel filter that can cause a driveability problem
