That is typical for most cars. The front lower (foot area) vents allow cold air to come in just before the heater kicks in (heat value opens). If this just started, may be wait for a warm / hot day and see it continues. Sometimes people forget as this typically happen only on colder days. I wouldn't worry about it. To make it stop, turn off the heater - A/C and wait for the car to warm up before turning on the heater. The car is warm once the engine temp gauge starts to move up / show warmer. In most typical cars it takes about 5 to 7 minutes running get the engine temp up to a point where the heater will blow warmer air. If you have more details / concerns - post them, the more you include (car make, model & year, when did the problem start, anything make it worse or better, influencing conditions e.g. rain, cold, hot, dry, etc the better).
The vehicle is probably engineered that way, years back GM introduced what they called Astro ventillation tyo the Chevette line of vehicles, I had just started working for a dealership that was going to be slandered all over the news because they couldn't repair the vehicle from blowing warm air even though the fan and heater slide were turned off.
This was my first job in the dealer after the problem went around the shop for a month or two, I found an article paragraph on the first page of our in house reair manual for heater and air condition trouble shooting Chevrolet Chevette, it stated that the car with the key on whether running or not would keep a constant flow of air throughout its outer body skins called an Astro Ventillation system and its purpose was to keep any toxic and/or flammable gas fumes out of the vehicles cabin space.
It was around for a long time and probablyl is the reason why you have this same condition of warm air flow, its a constant turning of the heater blower fan.
What you are saying is when you turn knob to hot you don't get any heat.? Let's start with the basics. Make sure your cooling system is filled up with coolant. Then with the engine warmedup and the temp gauge on the dash indicating between H and C. Find your heater hoses under the hood and feel them. Are they BOTH very warm or hot? os is only 1 warm and the other cool? If both are warm/hot, and still not getting heat from your vents. You have a problem with either the temp controller or the blends doors under the dash. usually the blend doors and it requires removal of the dashboard to get to it. If the heater hoses are wrm and cold then you may have a plugged heater core or water pump not circulating properly.
Could be a couple of things. The first thing that I would check would be the coolant level in the radiator, if that is low it can cause the heater not to blow hot air. The second thing I would find out is if the control to change from cold to hot is actually working? ( if it is a manual slider then the cable might have come off of the control behind the dash...if it is digital then there may be a wire off?) The third thing it might be is that your Heater Core went bad and will need to replaced. As I said above, I would check the coolant level first and go from there. Hope it helps!
9 times out of 10 on this old of vehicle its the heater core. If your car temp gauge is working and the car is heating up fine and the blower works then it is most likely your heater core. Not sure how hard it is on that car. SOme times it just under the dash takes about 30 mins but some cars you have to pull the dash out. The part alone is cheap. I would try logging onto autozone.com put in your car find the part (heater core) then look at the how to change section of auto zone.
