Not heating up when running
More than likely this is going to be from your Thermostat is stuck in closed position, will not let water flow from Radiator to the rest of your engine...Suggest replace thermostat and gasket...12 bucks. or remove thermostat completely to see if that remedies problem.

Yes, the water should be coming thru the hoses. Only 2 things cause water to circulate. They are the water pump (naturally) and the thermostat. If both are good or have been changed, the only thing I can think of is an air pocket in the cooling system. Would need to touch some things before I could tell you more. Good luck.
