What are you calling an inerrupter switch? if you are referring to a fuel pump roll-over switch, the Envoy does not have such a device

2004 windstar wont start plenty of power but wont start no clicking sounds

What year ? For the 2004 model year, the Windstar was renamed the Ford Freestar. Anti-theft light lit on instrument cluster ? Battery good ! How about the battery cables ? Voltage drop test the starting system . Videos on you tube Starter Voltage Drop
Starter System The starting system cranks the engine at a speed fast enough to permit the engine to start.
  • Heavy cables, connectors and switches are used because of the large current required by the starter motor (11002) while it cranks the engine.
  • The amount of resistance in the starting circuit must be kept to a minimum to provide maximum current for starter motor operation.
  • A discharged or damaged battery (10655), loose or corroded connections or partially broken cables will cause slower than normal cranking speeds and may prevent the starter motor from cranking the engine.
The starting system includes:
  • the permanent magnet gear-reduction starter motor with a solenoid-actuated drive.
  • the battery.
  • a starter switch (part of the ignition switch (11572)).
  • the transmission range (TR) sensor.
  • The TR sensor in the starter control circuit prevents operation of the starter motor unless the selector lever is in NEUTRAL or PARK.
  • Starter Relay-Interrupt The starter relay (14N089) interrupt-consists of:
    • pull-in coil and
    • contacts.
When the ignition switch is in the START position:
    • Current passes through the starterrelay-interrupt from the engine compartment power distribution box to the starter solenoid (11390) .
    • Anti-theft controller module activates relay-interrupt.
    • Pull-in coil in the starter relay-interrupt is activated and pulls the contacts apart.
The starter relay-interrupt is deactivated when the ignition switch is in the RUN or OFF position.

Ac botton is always off

I will try to help. If you are testing at the compressor clutch connector, there is a power interrupt from both the Low pressure and High pressure interrupt switches. There can also be an interrupt from a freeze sensor on the oblong a/c tank, but usually this is after it is frosted up.

Now you may have a simple fuse depending on how the car is wired, but usually it affects the blower motor too.

In the case of the pressure switches, it means there is either low pressure or high pressure in the system and the compressor is not being allowed to operate.

You would need to attach a gauge to the test/fill port of the car and this is usually on the black oblong tank or an a/c line close to it. If the pressure is low, you may need to remove the low pressure switch connector and bypass it with a looped connector shoved into the harness.

This is a temprary test to allow refilling the system. Once a can of Freon is added, try reconnecting the low pressure connector and see if it operates on its own.

Now some Digital a/c controls have the ability to self-diagnose system problems. You would need to know the Code to cue it and have the list of what those codes mean.

My solution will at least give you a start for a successful repair.

If you aren't getting any spark, it is probably your crankshaft position sensor (CPS) that has failed.  Failure of the CPS will not allow the car to start.  It is the main sensor telling the engine where to start the timing sequence.  If it doesn't see the pulse, the computer will never spark.
If you have a spark but it just won't start, you might check the fuel pressure regulator.

Fuel pump power interrupt switch , saturn 94 sl2

Yes all cars have a switch that shuts off fuel in the event of a crash or roll-over, check your owners manual for more information, it is called an inertia switch, crash switch, or fuel shut off switch.
