the gas cap and check engine light thing are related in terms of the EVAP system, or the evaporative emisions system. This is NOT where your surge, or "chug" is coming from. The surge could be coming from a Exhaust Gas Recurculation valve that is starting to bind or "hang up" a bit. DO you notice this happens more at lights, or when coming to a stop? if so it could be an idle air control vavle.

not so much a common problem as it is just! a problem go to a local salvage yard and buy a new filler neck and install it!! its really simple just take the 4-5 screws out of the top filler housing and take a hose clamp off the vent house underneath and then wiggle/pull REALLY!! hard outwards on the neck till it comes out of the tank

I would try disconnecting the filler hose and see if you can bypass the anti siphon ball by siphoning out of the tank it's self. Most of the time there is a a rubber hose that goes from the filler to the tank its self. If that does not work you may need to remove the gas tank and drain it.
