Sounds like a blown fuse. Look in the owners manual at the fuse chart to locate the fuse. If the fuse is blown be sure to replace it with another identical fuse. good luck

2002 Buick Regal LS, Had the instrument cluster repaired for lights dimming but 2 years later the gauges have stopped working and the lighting is out again also. Could this be a ground issue?

It could be , but then again GM had instrument cluster problems back then . Bad stepper motors that controlled the gauges .An lighting problems as well . Go to a auto salvage yard an get a used one for $15.00 an see if it works .

Dimmer switch doesn't work on 2001 buick regal

At this point...replace the entire dash cluster. Either that...or the wiring from the fuse to the dash are gonzo or has a short.

I own a 1999 Buick Regal GSE with 94K miles. I recently noticed that my dashboard lights sometimes come on, and sometimes don't. Sometimes, during the day, if my dashboard lights are on, and I pull out...

In the 99 Regal, the headlamp switch is also the dimmer switch for the instrument cluster.
With the headlights on, try rotating the switch to bring up the "nighttime" intensity.
If the headlight switch has a pre-set dimming function for the instrument cluster lighting (in other words, not adjustible by rotating the knob), then
replacement of the headlight switch would be the only way to fix the instrument cluster lighting problem.
See Wiring Schematic below.

My car runs fine I just don't have any light on my

What you call an instrument panel is called a cluster by some people. There will be a fuse in your fuse box for instruments ( or dash ). Another possibility is that there is a dimmer switch on your dash that is turned down all the way.
I have read online that these switches are prone to failure also.

1994 Buick Regal instrument cluster

I haven't owned or worked on a Regal of that year, the newest one I've worked on was an '88. Best bet would be to pick up a service manual, and it should tell you how to tear apart your instrument cluster, and get to the lamps to replace them.
