Depends on many things. What make and model? Some starter relays are very simple, and the key to start position supplies voltage to close relay so juice flows to the starter solenoid. Other cars may have juice to the relay run through a neutral safety switch, a clutch depressed switch, or even the ECU requiring certain inputs before cranking is allowed.
I don't have a diagram for a 2008. On 2005 models the blower motor relay gets power from a 30amp fuse. When the blower switch is in the high position the resistor is bypassed and power flows directly to the motor. The motor is grounded to the car. The fan relay also gets power from a 7.5amp fuse and is controlled by the HVAC control on the dash. Do you have power into and out of the relay?
Possible fault with the ECM or the allied sensory circuits. You will need to see the input of O2, the crank sensor, the fuel pump pressure and the spark generation. it will be good to have the ECM checked for errors with the analyzer to confirm the issue. It can also be fuel pump failure to pump, the throttle valve failure or the electric falling short of the requirement. I guess you will need to flow chart the benefit of doubt by confirmation of the performance of one and all of these.
