P1490 - Low Speed Fan Control Relay Circuit. The actual relay is located in the Power Distibution Center (PDC; the fuse/relay box in the engine).

It should be under the intake manifold bolted up to the transaxle. Undo the cables going to the starter and then unbolt it. It will be a pain to do because of it's location. I just had to remove it on my Neon as well while working on the transaxle.

How do I reset service soon light on a 1998 dodge neon

First see what code is in the computer.Cycle the key three times and stop when it in the run position. The check engine light will start blinking. The first code should blink once then pause, then two blinks. This is showing that it is in the diagnostic mode. read all codes the same way, untill it starts with 12 again. Write them down. Then remove the negative cable from your battery post, after one minute, replace neg. cable. The light should be off.If it comes on again, it has set a hard code. You must repair whatever the codes indicate. Get a list of trouble codes online at Google.

P1490 Low Speed Fan CTRL Relay Circuit. You need to check and make sure the cooling fan is coming on when the engine reaches operating temperature and when you turn the A/C on. If not, replace the Low Speed Fan relay.
