Question about 2003 Chevrolet Impala
When i try to start to everything justs blinks and the car will not turn over
Gm was "famous" for putting their passlock system in their vehicles. although it is a known issue they refuse to do a recall or anything else to remedy the situation. you can try leaving the key on like suggested. what i did with mine was continuously turned the key on and off. after a couple minutes of doing so the antitheft system reset and my car started right up

Your vehicle was build with a GM anti theft device. There is a chip built into the igntion key, when you insert the igntion key the sensor inside the igntion cylinder will read the chip from the key. If for some reason that communication is broken the computer will think someone is trying to steal your car by using the incorrect key.
The first thing I would do is use another key, if you only have one, go to your local GM parts department & have them make you a proper key. You'll need to show proff you own the car, so be prepared to show your drivers license & registration.
If this doesn't resolve your problem then the problem lies with the computer that controls this system. I would recommend to have a repair shop look at it only if they understand GM anti thieft system. you may need to take it to your local Chevy dealership service department.

Turn the key to "on" and let the light flash. It should stop flashing after about ten to twenty minutes. Once the light is on steady, turn it off, then start the car. I usually put another battery on jumper cables attached to the cars battery so it does not run down and die before the system re-arms.

After you replace the ignition switch turn the key to start the car and release leave the key were it stops after trying to start wait 10 minutes until security light goes out turn key to full off position then repeat the above procedure two more times for a total of three on the 3rd attempt to start car wait for light to go out then turn key to full off positoion wait 10 seconds then try to start car body control module should learn new pass code and the car should start.
