No it's not. Usually a moderate vibration in park or neutral is a bad motor mount or transmission mount.

Hi Lionel, no it is not normal, you may have some serious engine
fault causing it to miss badly, most likely cause is that your motor
has a balance shaft driven off the crankshaft, these are normally
driven by a toothed cam belt, similar to the one on the top of the
engine only smaller. when these break the engine seems to be
running very roughly, best you get it looked at pronto, do not drive
the vehicle at high engine speeds while it is in this condition.

SOURCE: when turning wheel it vibrates

it is possible that it is the pump, but if the power steering fluid level is ok and this is happening it is more than likely the power steering rack (steering gear).

SOURCE: with the engine on, hood

the ball joints that allow the rod (this part is called a "drag link") to move and steer the wheels is worn out, have all the steering joints checked, anyone of them can make thios type of noise

My 01 neon did the same. I am in the process of replacing all the engine mounts. But if you have done this already it could be alot of other problems. Does it do it most when your idling?

Steering wheel vibration during parking the car

When parking the car, do you feel the vibration when the steering if fully turned? If it's fully turned then it's just normal.

The car tends to vibrate when the wheel is fully turned. Sometimes you'll notice that the rpm drops too which is just normal.

Replaced the tie rod ends and the stearing wheel will not lock,

DId you leave steering wheel centered when you did repair?
Is trnsmission lever fully in park?

Vibration on front passenger wheel but not through stearing wheel.not wheel balance as wheels rotated.

first check your wheel nuts are all tight.also check wheel size is the wheel the same size as the other wheels.take the car to tyre do you know you know you have a vibration if its not through the stearing.most likly in the back wheels.adrian;;;;;;;;;;;
