Check the 10 amp IPC/DIC fuse under the hood, if you have that fuse. If not check the ****** fuse, which is 15 amp. If the SEO fuse is blown, one of the accessories on the right side of the diagram may have blown the fuse. Where you using seat heater? If yes, you can try a 20 amp fuse. If 20 amp fuse burns when you turn on seat heater, there is a problem in the seat.

If you follow the positive cable (right at the post in most cases) there is a 50 amp fuse. You may have blown that fuse whicgh is common when changing the battery unless you remove it. Connecting the positive cable first when installing the battery helps prevent this. Also there are several other fuses that you may have blown which connect to the theft system going to the body control module which will prevent the vehicle from stating. If the fuse on the posive cable isn't blown (which I bet it is) in the fuse panel in the vehicle check fuse number 3, 4 , & 19 . See layout diagram below. Also in the fuse panel in the engine comapartment you can check fuse number J and 25 . See layout diagram below. I hope this helps and good luck.

2001 Subaru Outback both seat heaters do not work but the lights work on both switches. Can you suggest fix ?

The LEDs are probably only capable of lighting if the switch works and not that the heaters will function. Those are probably on a separate fuse which may have failed and are likely located on the left end of the instrument panel in the passenger compartment fuse panel. There is a layout diagram on the inside of the panel.
If you find a blown fuse, replace it; if it blows again, there is a fault either in the wiring of the heaters or in one of the heaters itself.

Can't find the heater blower fuse

The interior fuse panel can be found below the instrument panel and the exterior fuse panel beneath the hood, near the battery.
  1. Remove the fuse panel cover.
  2. Locate the fuse to be removed.
  3. If equipped with a small fuse removal tool (usually attached to the inside of the fuse panel cover), use the tool to grasp the fuse. Otherwise, you can use your fingers to pull the fuse from the panel. Remove the fuse and inspect it to see if the filament is blown.
  4. If the fuse is blown, replace it with a fuse of the same amperage rating.
  5. Replace the fuse removal tool, if applicable, then install the fuse panel cover.
  6. If the fuse continues to blow, check the circuit or component that the fuse is protecting, and repair it as necessary.
