Make sure that when you removed the old bracket and installed the new one that you didn't knock off any connectors for any sensors that may be in the same area as the bracket. If there are any sensors that became unplugged then they may be what is keeping your car from starting.

Removal of the crankshaft front pulley/damper can be removed without any damage being caused to the cam belt.
They are a good fit on the shaft, I personaly use a lead tup, weighs 2lbs and will not damage anything if used properly.
Tap equaly all the way round the pulley, that should be ok.

The A/C pully is supposed to spin freely until the AC is activated to run.. The cranshaft pully does not. Replace the tensioner pully. The belt has to fit in between the grooves on the pullys.

Remove the belt and check all pulleys for side play and wobble...likely you will find one loose (bad bearing) whichever it turns out to be, change it. (likely what killed the belt to begin with.) Also sight down the belt from the side and check that all pulleys are aligned with each other. any variation needs correction. Begin by checking the one you mentioned first.
