No . there is something else wrong. a mis fire can be cause by a number of things. injectors, sticky valves or bend valve. leaking intake manifold gasket

Yes, Now that it has set another code it can be diagnosed. The blinking should be a steady on light. This time the code should be right.
Also you can go to Autozone or Oreillys and they will scan the car for you. They will tell you the code and parts it needs. Keep that a secret and then go back to whoever is doing the work and let them scan the car too. That way you can keep them honest and know that the right parts were replaced.
