Where is the resistor for the 1999 taurs exactly at

Thanks for the response, however not quite sure where the gadget is? Can you give a better description of where it is located?

If this is the er motor resister, it is under the IP in the heater plenum case, usually held in with 2 screws. about 2" x 3"
has about 4 or 5 wires going into it with one connector.

It is in the fuse panel mounted under the hood near the overflow coolant bottle.
It is a square shaped device that is actually a relay, labeled with the number 2866.

Blower motor not working

If you do a voltage check right at the motor you'll know for sure. I usually use my test light or multimeter and poke into wires at motor. If no voltage, start back-tracking which usually means resistor next. If you have 12 volts going to motor & it's not spinning, then I'd be pulling motor. You can manufacture a set of jumper wires to motor connector, and use a 12 volt cordless battery to test motor if you know how.

Where is the wiper resistor?

the variable resistor for the wipers Is the switch you use to trun it on and off , from fast to slow or change the speed. Yet the resistor is built into the switc. Its called a variable resistor or switching controller. Its better you dont attempt repairs your self as it sues the came harness as your ignition !!!!!... Better just have an autoeletrician fix it its cheap...

no i think it is the fuel pump, mine was doing the same about a year ago it has taken till now to finally quit.

The heater resistor burns

it's because your blower motor is about to go. It is drawing too much current.
Buy on Ebay or at New is better.

Blower only works on high doesn't go to low or medium

Replace resistor in between the blower motor and the wiring. It is a small gadget not an electronic resistor as in TV resistor.

Sounds like a blower motor resistor, located behind the glove box in the side of the blower motor housing.

Radiator Flush Plug

look under the left end of the radiator, at the bottom. Under the "bumper", a small white plastic's a valve of sorts to drain the radiator.
