Hard to start. Also, feels like vapor locking. Stalls while running or driving.

If the car runs for a while and then stalls you should suspect that internal parts of the catalytic converter are lodging themselves in the exaust pipe between the first catalytic converter and the second or between the second converter and the exhaust pipe muffler. When the catalyst chunks partially block the hole the car will stall. To test, try opening the exhaust after the first converter just enough to make it really loud and try driving it to see if the problem disappears. If it does you will have to remove pipe sections until you find the catalyst chunks and remove them.

Did you do any testing, to see if your missing fuel--spark--injector pulse, whatever.
I can only help with testing, but, you have to do the testing. Any applicable trouble codes?

Erratic Idle - When starts the idle is about 1100 RPM as it warms up, it goes to 700 - 400 RPM

Have you "reset" the computer on the car. When parts are replaced, the comp continues to run the vehicle on all the old settings which can drive you nuts because nothing you do will fix a problem. Usually, taking both battery cables off and waiting for 15 minutes will reset the computer. If this does not do it, then ask a dealer how to reset yours.

My lexus ls 400 has no power but it is running. What's the problem.

The first thing to have checked is the fuel pressure, low pressure kills the power.

There are a number of possible causes. If the check engine light is on, your engine computer is saving a clue for you. Get a readout and start from there.

Things to look for:
  • Fuel starvation, perhaps caused by a clogged fuel filter or debris in the fuel pump intake.
  • Dirty Throttle Position Sensor (bad wiper contact inside; external cleaning won't help that), or a problem with the TPS connector.
  • Intermittent cutout of Mass Airflow or Manifold Air Pressure sensor.
  • Cracked or broken vacuum hose or fitting (some engine designs are more sensitive to this than others).
  • Bad spark plug wires or worn plugs - the effects of ignition miss are most noticeable on acceleration.
  • Dirty air filter or blockage in air duct inlet.
  • Broken-down catalyst in catalytic converter - the material may shift and block the exhaust. A rusted-out baffle in the muffler could do this also.
