It's easy if you follow the directions in the owners manual but very heavy. Lift lever 1, then 2 then pull straight up. It weighs a ton but opens up the back a lot.

SOURCE: The left latches for the
sound like the latch has failed and will need to be replace
however, you can try this...
with an assistant, have them push and pull on the top of the seat while you try to move the #1 lever
If you are successful then make sure you lube the latch well before locking into place again.
use a premium lube like white lithium and what ever you use AVOID 10w40 for it will not help in the long run
