You did something wrong, recheck those relays, bypass the relay at the relay socket, if the fans run then the relays may be wrong, are they factory relays?

Possible solution is to check the fan speed switch. These go bad and won't change the speed/ or function in the lower speeds.

MOST LIKELY CAUSE IS STICKING DOOR AJAR SWITCH SPRAYING WD40 INTO DOOR LATCH AND SHUTTING AND OPENING DOOR SEVERAL TIMES TAKES CARE OF THE PROBLEM .. THIS A VERY COMMON PROBLEM SPRAY ALL DOOR LOCKS THROUGHLY

this sounds as if you heater fan rheostat has packed up, it's a separate unit that is normally located by the heater motor fan
