Its the resistor behind the glove box just push both tabs in on either side of the glove box it will flip down you will see a resistor inside with two screws holding it in pull the screws out and replace it
Do you mean RPM? The vehicle is idling too high? It's probably a vacuum air leak---check all your air lines to make sure they are connected to the right place, and not cracked or broken.
