Question about 1998 GMC Sierra

Kia Rio - Heater not working fan works but noise coming from fan.

My heater has stopped putting out heat but the fan/blower still puts out air. When I turn on the fan/blower there is a sound coming from that area that sounds like paper is stuck in the fan/blower.
Same noise if I turn on the air conditioner. Not sure if air conditioner is actually working as it is in the 20's - 30's right now and any air coming out is COLD.

Open glove box and make sure that none of the papers from that can get down to blower motor

Not sure I follow your question. If the blower motor runs at high speed on all fan settings, there could be a short in the controller. The fan control and ac-heat control are separate circuits in the controller.

Check fuses end relays. Fuse could be blowin. If the lights don,t come on on the heater control panel for the different funtions, Mostly the fuse has (Blowin)

you havent put the fan belt back on by the sound of it or the pulley you put on has the rubber insert broke and its not turning the belt ,have a good look

Heater blower motor.,Highspeed only works..problem??

9 out of 10 times its the heater fan resistor doing this. it has wires that corresponed to diffreent speed settings for heater fan. the resistor is beside the blower motor, Your Kia Sportage Blower Motor Resistor controls the heating equipment in the vehicle by opening and closing the fan motor. The Kia Sportage Blower Motor Resistor allows the heating and climate control system to control the speed of the vehicle's cooling fan. its under the passenger side glove box. undo 2 screws and disconnect the electrical connector. thats it!!

The heater resistor has probably gone out. It should be located in the blower housing.

Our 01 rio is throwing code 1166 and 0130 but we just put both o2 sensors on it. it seems to just all of a sudden start to sputter and lose power. when we turn the air on it gets even worse. we had the...

P0130 is an oxygen sensor heater malfunction code. Did you check for power and ground to the sensor heater circuit? If it's not getting power and ground it won't heat up and that will cause a P1166. You're throwing parts at it instead of diagnosing the root cause.
