Re: daytime running lights won't go on automatically...
I have had a few cars that have separate day time and night time lights. check to make sure you have just one or both. next often there is a fuse for both day and night lights. after that things get a little complicated you might have to have the sensor adjusted. that system is great as far as safety is but its a pain some times

2007 Buick LaCrosse Recall

Description of Recall:
General Motors LLC (GM) is recalling certain model year 2007 Pontiac Grand Prix, 2006-2009 Buick LaCrosse, 2006-2007 Buick Rainier, Chevrolet Trailblazer, GMC Envoy, 2006 Chevrolet Trailblazer EXT, GMC Envoy XL, 2006-2008 Isuzu Ascender, and Saab 9-7x vehicles. In the affected vehicles, the headlamp driver module (HDM) may overheat and fail, causing the headlamps and daytime running lights to not illuminate.
Action Need To Fix It:
GM will notify owners, and dealers will replace the HDM, free of charge. Interim notices were mailed to owners on September 2, 2015. Dealers will install a new HDM Service part as an interim repair. Owners will receive a second notice when remedy parts are available. Owners may contact Buick customer service at 1-800-521-7300 or Pontiac customer service at 1-800-762-2737. GM's number for this recall is 14291.

My Pontiac Grand Prix is also a 99, it has 216,+ thousand miles on it, it runs great, idles good, I need to replace the oxygen sensor tho as it shuts off on me while driving or sometimes coming to a stop. You might try checking the fuel filter and pump as well.
Check for head light (daytime)relay to be bad,this might have to do with the turn signals also,if the turn signals on this car,also have running lights in them,If this relay is not bad,replace the body control module.
