The relay and fuse is in the electrical center under the hood. There is a diagram in there to help figure out which is which. Fuel pump failure is common on that vehicle.

Fuel filter for 2003 chevy 2500 location

Under the driver's side cabin door. Spray both ends of the filter with BREAK FREE, or similar product. Let the stuff soak in and work. That location of the filter is prone to catch road mud/etc and the bolts may be frozen.

what is the fuel pressure reading, sounds like low fuel pressure, you should have 60 PSI at idle and more when you throttle the engine up about 65 PSI, it should NEVER go down.

It's on the driver side frame. It's not hard to install one. Just have to have a special tool to get the line off the filter.
