Sounds like you have one side of rear brakes working and the other side not,,,you will need to remove the wheels and look deeper into the problem..If you cannot do this by yourself,,,then take it into a garage and have it repaired,,,because if you cause an accident,,,the insurance will not cover you at all, because of a fault you could have repaired

Rear passenger wheel locked up 94 z71 not the brakes

So, you're saying when you jacked the car up the wheel was locked up. Then, you took the wheel off and what was left (the brake drum) was not locked up?
Is the wheel where it's supposed to be? Is the suspension bunged forward or backward causing the tire to rub something?

Doesn't make much sense...

Locking brake on the rear passenger side!

Its probably the rubber hose that goes between the metal break line and the caliper. That hose is like a 2 way valve that lets fluid into the caliper when brakes are applied and lets fluid back out when brakes are released. These hoses deteriorate and stop letting fluid back out causing the brake to stay tight against rotor.

I had brakes checked, they were good. rotated wheels tires ,rear brakes lock up . Could mechanic have damaged cylinders inspecting brakes.

no, but he could have disturbed dust that can cause the brakes to lock. He might have also loosened the adjuster. Take drums off and reinspect for dust, fluid leaks, and adjustment. You could also try backing up and braking several times to let the brakes adjust up tighter.

Back passenger rear wheel is locked

It sounds more like your rear end has a bad bearing or a bad pinion gear. If it has high miles it may be time for a rebuild. It could be brake related also, take off the back drum and see if anything is rattling around in there or broken. If your not hitting the brakes they shouldn't engage.

E-brake is locking up tires

if rear e-brake locks up then get under car and pull on cable to rear wheels, this should un lock brakes, if the cable is not in a bad state and rusted. if to bad replace rear cables. if it comes loose then oil the cable good at the rear wheels. this may take care of problem.but you may have to take rear tire off to check on the condition of rear brakes also.

My 2005 dodge neon made a clunk noise and then the passenger rear tire locked up. Up until this point it drove fine. Help!

Your problem would appear to be something amiss in the rear brake on the locked wheel. If a wheel sylinder was leaking the brake shoes would become "sticky" and cause the shoes to "lock on" to the drum. Or if the brake was out of adjustment, the assembly could come apart and pieces of it jamb the wheel. This problem is fairly common with drum brakes. You need to have the rear brakes serviced, & checked for fluid or grease on the braking surfaces. All leaks fixed, backing plates cleaned, the wheel cylinders overhauled, & the brake shoes replaced.

1998 dodge neon front disc brakes

Does your car have rear disc brakes? If so, it is likely a failure of the emergency brake that is inside the rear disc.

My rear passenger tire started smoking what could the problem be?

Are you sure it's the tire? It could be the brakes (not releasing) which could result in 'smoke'. The only way it could be the tire would be if it was rubbing on something, or you were spinning or locking up the tires. Feel the center of the wheel when you see the smoke, if it's very hot, it's probably the brakes not releasing.
