Battery temp sensor won't stop it from starting! that will cause check engine light to appear! I would look into seeing if you have all your wires directly connected and run a OBD 2 scan if engine light is on should be on ! and find out what sensor is not connected!

MY CARWILL NOT START EVERYTHING ESLE COMES ON BUT WHEN I TURN THE IGNITION TO START THE CAR I WILL NOT CRANK

tap on the starter with a hammer not like your driving a nail in just some light rapping on the outside casing, if the car started look at a new starter. If not do some more testing you need to test the S terminal on the start with your multi meter to see if it gets 10 - 12 volts when the key is turned to the start possition if voltage is there and you also have constant battery voltage on the large red wire at the starter replace the starter. if voltage is not present you will have to start looking at your ignition switch this is located in your steering colum and requires alot more involved work. this will mean dissasembling the steering colum to get to the switch.

I am thinking of buying a 1998 intriped but people say they have alot of electrical problems.is this true

Honestly, they have a lot of problems period-the engines are known for a 'sludge' buildup. the transmissions are just troublesome period and they steering and suspension systems are known to have numerous issues-the 'center-take off' links for the steering rack bushings actually fall out, causing a very dangerous driving situation. You could do much better no matter what the cost, really.

I would like a dodge expert to help me with this problem

If the engine is a 2.7L. What is most likely wrong is his. The engine out of the 2001 has a different timing gear on the left cylinder head then the one on the 1998. In 1998 the engine computer is a SBEC controler(single board engine controler) an the 2001 is a NGC controler(next generation controler) the timing windows on those gears are in different positions. The controler doesnt know where the timing is.

Steering colum or switch

If you mean the engine does not crank over (cranking over and starting are two different things) then it could either be the ignition switch or the fusible link, or the starter relay or the starter. You need a test light or volt meter to check where the power ends through this circuit. If you do not have either of these or know how to check voltage, I would go to the parts store and buy a starter relay. This is the easiest and cheapest to try. After you buy the starter relay you will find the old one mounted on the inner fender panel or fire wall on the driver side (under the hood). Good luck

Was the shims used from the old engine? Possible the gear on the starter is worn ? Also check compatibility between the year models.
