Have checked system, fuses good, horn relay is good. I can jump across the horn relay and blow the horn. When horn is activated from the steering wheel I get no current across the horn relay. Do I need to pull the airbag and if so how does one do this?

Check the horn relay to see if it works. Most cars use the same relays for multiple other functions. Check the part number on the horn relay and find another relay that is working that has the same part number. Swap out the horn relay with the known good relay. If that doesn't work, check all the wiring in association with the horn. If all the wiring is sound, then it is probably the horn itself, but that is very rarely the case.
You may be able to repair it yourself, the first thing is to check all your fuses even in the engine compartment, you will be looking to make sure the horn fuse is okay or blown, if its blown then you may have a bad horn or relay, the most common problem is a fuse due to a horn thats bad and drawing to many amps,a good test if its the fuse would be to replace it and blow the horns and if it pops the fuse then locate horns and disconnect them, then replace the fuse and push on horn button, this is a test to see if the relay and the rest of the system is good, if the fuse doesnt blow with horns dissconnected then you will know its the horns and to pin point exactly which horn it is just plug them in one at a time and testing them and whichever one pops the fuse then thats the bad one, good luck. hope this helps.
The horn pad is made of vinyl which contracts through the four seasons causing this problem for some. Remove the horn pad with the battery disconnected first of all. Use a jumper wire to see if the horn works. If id does check the horn relay next. If ok hot wire the horn direct. One should be your problem or it is a broken wire instead
