Check for fuses/power/ground to the engine computer (or injector drive computer) whatever the case is.
Spark, fuel pump, and starter all are independant of the fuel injection computer.
Either the computer itself has gone bad, or it is not receiving power or ground, or wiring to the injectors might be bad...

Check the fuse for the injectors, some vehicles have the injectors and coil running on the same circut, at the same time check the fuse for the ignition.

re-seat and clean all plug wires and clean coil post.. i found on my 97 that i had some corroded leads and dirty coil post. the evap could just mean the gas cap isnt on securely. Change "fuel filter" and purchase a can of "Sea Foam" @ Autozone.. pour in 1/2 can to half tank of gas and drive for 30 minutes and let it clean the injectors...if all this fails to correct the problem.. then it might just be the ICM.

The fuel pressure has to to 35 to 45 psi. And no low fuel pressure will not cause no injector pulse.The veicle sounds more like a idle air control problem why? because as you stated it runs rough when it does start.Get it to start sysle the key you will hear the fuel pump go on cycle it three times then start it up. when the vehicle warms up take the idle air valve out and clean it with carburator cleaner or even brake cleaner you may even want to do the throttle body itself this should help with the hard start up and rough running
