If your Sierra has a Duramax, it may be the intake air heater or the fuel heater cycling on and off in the cold weather. But if its pulling the voltage down to 12V after warmup, I would suspect a poor battery. As suggested, get a load test at autozone or ??

I have a 1999 gmc sierra 1500 my amp gauge is going from 16 to 9 then I start loosing all power to my interior and no head lights or anything engine still runs fine can happen for a few miles then eve

You may need a shop manual to get the wiring diagrams and test procedures.
The alternator output should be around 14 volts unless you have a heavy load such as headlights or the heater blower on high.
If voltage goes above 14 the regulator could be faulty even tho you say the alternator checked out ok on a bench test.
The regulator gets a power signal from the gauge on the dash to energize it. There could be a loose connection somewhere in the charging system, or something in the instrument cluster. Even the key switch could be a factor.

I am having a voltage issue with my 2003 gmc 1500hd 6.0L. I replaced the battery last week and had the alternator checked this past weekend and it checked out fine. Problem: At idle speed the voltage drops...

No. It is a bad alternator. When they test the alternator they turn it at faster rpm. When it turns at faster rpm it is charging fine. What the problem is the voltage regulator in the alternator is going bad. When you turn your blinker on I bet the voltage shows on the gauge. Moves up and down with the blinker.

I have a '99 GMC Sierra and for the past few months the gauges won't work or go off and on. The gauges I am talking about are the mileage and trip gauge, and some of the dash gauges that would show check...

Here in Ohio (with all the salt) we always check for bad grounds first. Run a fairly thick insulated wire from your batteries ground post, through the firewall and screw it down tight to a lower place on the dash.If this doesn't immediately help then your problem is on the plus 12volt side of the guages, not ground side.
